message delivered by UNESCO Director-General Irina Bokova at today’s
official World Water Day celebrations in The Hague (Netherlands).

<span style="font-family: Arial,Helvetica,sans-serif;">One month after the launch of the International
Year of Water Cooperation at UNESCO Headquarters (11 February), the
celebrations in The Hague highlight the importance of such cooperation.
The event also seeks to ensure the issue is given priority on the
international community’s post-2015 development agenda.

<span style="font-family: Arial,Helvetica,sans-serif;"> High level participants at the event
included Prince Willem-Alexander of Orange from the Netherlands, Prince
El Hassan Bin Talal of Jordan, Ellen Johnson Sirleaf, President of
Liberia and Michel Jarraud, Chairperson of UN Water. They were joined by
international experts, decision-makers and representatives from
intergovernmental organizations and civil society.

<span style="font-family: Arial,Helvetica,sans-serif;"> In her opening address, the
Director-General recalled that 90 percent of the world’s population
lives in countries that must share water resources with their
neighbours. Cooperation, she said, “is more than a technical or
scientific issue,” it is also “about fighting poverty and protecting the
environment”.

</span><div class="bodytext">
<span style="font-family: Arial,Helvetica,sans-serif;"> “Too often,” she added, “people think
water cooperation is only the concern of States. This is not enough.
Water cooperation must happen at all levels – from the local to the
global […] This concerns governments and the private sector, it concerns
all of us.”

<span style="font-family: Arial,Helvetica,sans-serif;"> 2013 was proclaimed International Year
of Water Cooperation, by the United Nations General Assembly.
Cooperation is also the theme of World Water Day, celebrated each 22
March. At the request of UN Water, UNESCO was given responsibility for
preparing celebrations for both the Year and the Day.

equitable use and division of water, senior United Nations officials
today stressed, marking the twentieth anniversary of <a href="http://www.unwater.org/water-cooperation-2013/home/en/">World Water Day</a>.</span><br />

“Water is a common resource. Let us use it more intelligently and waste less so all get a fair share,” <a href="http://www.un.org/sg/">Secretary-General</a> Ban Ki-moon said in his <a href="http://www.un.org/sg/statements/index.asp?nid=6679">message</a> for the Day.</span><br />

In separate <a href="http://www.un.org/sg/statements/index.asp?nid=6681">remarks</a>
at the high-level dialogue on water cooperation in New York, Mr. Ban
reiterated that “competition is growing among farmers and herders,
industry and agriculture, town and country, upstream and downstream, and
across borders.” </span><br />
<span style="font-family: Arial,Helvetica,sans-serif;">
One out of every three people lives in a country with moderate to high
water stress, he said, and by 2030 nearly half the global population
could be facing water scarcity, with demand outstripping supply by 40
per cent due in part to climate change and the needs of populations that
are growing in size and prosperity.</span></div>

Water is essential for life. No living being on planet Earth can survive
without it. It is a prerequisite for human health and well-being as
well as for the preservation of the environment.
The theme <b>Water and Biodiversity</b> was chosen to coincide with the United Nations designation of 2013 as the <a href="http://www.unwater.org/watercooperation2013.html">International Year of Water Cooperation</a>.
Water and Biodiversity is the theme for International Day for
Biological Diversity (IDB) in 2013. Designation of IDB 2013 on the theme
of water provides Parties to the Convention on Biological Diversity
(CBD) and the public at large the opportunity to raise awareness about
this vital issue, and to increase positive action. <a href="http://www.cbd.int/doc/notifications/2012/ntf-2012-138-idb-en.pdf">Read the notification.</a> Coincidently, the period 2005-2015 is the <a href="http://www.un.org/waterforlifedecade/">International Decade for Action 'WATER FOR LIFE'</a>.

2013, in celebration of the International Year of Water Cooperation,
World Water Day is also dedicated to the theme of cooperation around
water. Cooperation is essential to strike a balance between the
different needs and priorities and share this precious resource
equitably. Since water cuts across all sectors, stakeholders that are
not traditionally considered to be water managers must participate.
Water cooperation between different social groups, economic sectors,
regional governments, countries, and present and future generations, is
crucial not only to ensure the sustainable and equitable use of water
but also to create and maintain peaceful relations between people.

hosted by the Kingdom of The Netherlands in The Hague. Within the limit

and managing of Acacia forests in arid lands helping combat
desertification while providing life-changing benefits to local
communities. With two thirds of the African continent now classified as

world's population, the breakthrough has the potential to transform the
lives of vulnerable populations. </span>

Thanks to an FAO development project that brings together local farmers
into water user groups, drip irrigation (letting water drip slowly to
the roots of plants by means of a network of valves, pipes and emitters)
is widespreading throughout the country. This means increasing yeld
from crops, enhancing training programs to assist the transition, and
less field work for women too. </span>

Group became as an informal voluntary association of likeminded
countries in promotion of the UN water agenda. </span>

Water was established with the participation of Finland, Tajikistan,
Thailand and Hungary. The Steering Group was launched in order to give
an impetus to the discussions on water issues in the context of the
United Nations Conference on Sustainable Development <a href="http://www.uncsd2012.org/" title="United Nations Conference on Sustainable Development (Rio+20)">(Rio+20)</a>. The group was working together throughout the run up to Rio+20 Conference. </span><br />

</span><span style="font-family: Arial,Helvetica,sans-serif;">In 2012 the group organized five thematic discussions with
the goal to bring added value to the sustainable development discussions
through pragmatic and result-oriented approaches. The following

aimed to render support to the UN Membership and assist the work of the
Group of Friends of Water on water related issues in the spirit of the
Rio follow-up. On 11 May 2012, the Steering Group held their final
meeting at the Permanent Mission of Hungary to the United Nations to
present the <a href="http://www.un.org/waterforlifedecade/pdf/11_05_2012_friends_of_water_meeting.pdf" title="PDF findings of the five thematic discussions">findings of the five thematic discussions</a> and deliver its <a href="http://www.un.org/waterforlifedecade/pdf/11_05_2012_friends_of_water_recommendations.pdf" title="PDF recommendations for Rio (10 Commandments)">recommendations for Rio</a> (10 Commandments).</span><br />
<span style="font-family: Arial,Helvetica,sans-serif;">
</span><span style="font-family: Arial,Helvetica,sans-serif;">As it is known, the discussion on post-2015 development
agenda has started. Reflecting water and sanitation as part of the
post-2015 agenda is equally important. Water plays a crucial role for
eradication of poverty and is, in fact, a prerequisite for the
achievement of many of the MDGs. </span><br />
<span style="font-family: Arial,Helvetica,sans-serif;">
</span><span style="font-family: Arial,Helvetica,sans-serif;">In 20 December 2010, the United Nations General Assembly adopted <a href="http://www.un.org/ga/search/view_doc.asp?symbol=A/RES/65/154" title="Resolution 65/154">resolution 65/154</a>
by which it proclaimed 2013 the International Year of Water
Cooperation. The resolution, expressing concern by the slow and uneven
progress in achieving internationally agreed water-related goals,
encourages all Member States, the United Nations system and all other
stakeholders to take advantage of the Year to promote actions at all
levels, including through international cooperation, aimed at the
achievement of the water-related development goals, as well as to
increase awareness of their importance.</span><br />
<span style="font-family: Arial,Helvetica,sans-serif;">
In this context, the Steering Committee of the Group of Friends of Water
will dedicate itself using its informal frameworks to promote
understanding of the challenges the humanity faces today. In this
manner, the Steering Committee of the Group of Friends of Water in 2013
will organize a number of workshops on areas related to water problems
and challenges, in a broader context of water cooperation and diplomacy,
including inequalities and rights to water and sanitation.

there are still areas where too little has occurred since nations
first committed to work on these issues in 2000, Helen Clark,

(AEO-3) places special focus on links between environment and health,
pointing to the statistic that environmental risks contribute 28% of
Africa's disease burden. Diarrhoea, respiratory infections and malaria
account for 60% of known environmental health impacts in Africa. The
report also spotlights a lack of capacity to deal with the growing
effects of climate change; inadequate water, sanitation and hygiene - in
2010, only 60% of the sub-Saharan Africa population had access to safe
water; and poor waste disposal practices.</span><br />

number of ratifications, the amendments to the UNECE Water Convention
opening it for accession to all United Nations Member States enter into

Global changes, including climate change, increased population pressure,
declining ecosystems, and unplanned urbanization are drastically
increasing the risks of water-related disasters. Green growth will not
materialize without adequately addressing water-related disasters. As
highlighted during the current discourse in the Rio+20 process,
integrated approaches to water resource management are critical for
building the social, economic, and environmental pillars of sustainable
development.</span><br />

</span><span style="font-family: Arial,Helvetica,sans-serif;">Having these in mind, this UN Special Session on Water and
Disasters, an initiative of UN Secretary-General, was held at the United
Nations to raise awareness, share experiences and good practices, and

The lack of effective governance is cited as one of the
main causes of unsustainable management of groundwater resources and
degradation of aquifers. To reverse these worrying trends and close the
governance gap, regional and international experts and stakeholders are
meeting in The Hague, Netherlands, for the fifth Regional Consultation
of the Groundwater Governance Project, to discuss regional priorities
and needs and feed in a Global Groundwater Governance Diagnostic.<br />The
fifth Regional Consultation of the project “Groundwater Governance: A
Global Framework for Action”, dedicated to the UNECE region, will be
held in The Hague, Netherlands, 19-21 February 2013. It is organized by
UNESCO International Hydrological Programme (IHP), in cooperation with
the UNECE Secretariat and with the support of the International
Groundwater Resources Assessment Centre (IGRAC), the Netherlands
National Commission for UNESCO and the Netherlands’ IHP National
Committee. <br /><br />This project has been initiated in January 2011 by
the UNESCO IHP together with the Global Environment Facility (GEF), the
Food and Agriculture organization (FAO) and the International
Association Hydrogeologists (IAH).<br />Organized under the responsibility
of the UNESCO-IHP network, the Regional Consultations are a fundamental
component of the Groundwater Governance project. These Consultations
will focus on the regional characteristics of groundwater use and will
seek to promote discussion about the characteristics, priorities,
visions and specific challenges to the region.<br /><br />This fifth and
last Consultation will also include a Round Table on Public-Private
Cooperation for Groundwater Governance, as a contribution to the
celebration of “2013, International Year of Water Cooperation” (United
Nations General Assembly Resolution A/RES/65/154). It will include
participants from the private and public sector that will explore
opportunities for partnerships, information sharing, support and
definition of key messages.<br />
